What the analysis covers

Maximum planning capacity does not always produce the best development. Before acquiring land, access, infrastructure, constraints, demand, competition, pricing, absorption and enabling costs must be considered together.

Pre-feasibility does not attempt to complete every engineering discipline. Its purpose is to detect fatal constraints, build plausible alternatives and decide where additional time and fees are justified.
